What do the three-tab rules and the 12 percent actually require?
The deliverable format is half the assignment and the easiest place to lose points: an Excel spreadsheet with exactly three tabs, one per calculation, each tab reflecting only its own calculation's result. That structure means no combined dashboard, no calculation spilling across tabs, and — reading the instruction's intent — workings visible within each tab so the grader can trace inputs to result. The inputs all come from the named scenario (the Kaiser Oakland Practice problem on page 329 of the course's financial management text), and the brief maps each calculation to its worked example in Chapter 7: the payback exhibits, and the Excel IRR walkthrough for unequal cash flows. Set the scenario's cash flows up once, identically, on each tab, because the three methods must run on the same numbers — a discrepancy between tabs is the most visible kind of error.
The three methods answer different questions, and knowing that is what the final prompt ('Which project should be chosen? Explain.') actually tests. Payback measures how fast the initial outlay returns — simple, liquidity-focused, but blind to everything after the payback year and to the time value of money. IRR gives each project's implied rate of return — comparable to a hurdle rate, but capable of misranking mutually exclusive projects when their scale or cash-flow timing differs. NPV at the stated 12 percent cost of capital discounts every cash flow and answers the question that matters for value: which project adds more in today's dollars. When the methods disagree about the two projects, finance's standard answer — and the one the textbook chapter teaches — is that NPV decides, because it measures value added at the organization's actual cost of capital. Your explanation should say which project wins on each method, then choose on NPV and say why.
Use Excel's own functions the way the referenced exhibit does — the IRR function on the cash-flow range, and the NPV function with the discipline it famously requires: it discounts from period one, so the time-zero outlay is added outside the function, not included in the range. That off-by-one is the classic error in this exact assignment shape, and a result that ignores it will disagree with the textbook's method visibly.

How should each calculation tab be built?
Set up the scenario once, correctly
Extract both projects' initial outlays and yearly cash flows from the textbook scenario and lay them out in a clean, labelled block replicated on each tab.
Tab 1: payback
Compute cumulative cash recovery year by year for each project and identify the year (with interpolated fraction if taught) in which the outlay is recovered, following the chapter's payback exhibits.
Tab 2: IRR
Apply Excel's IRR function to each project's complete cash-flow range — time zero through the final year — as the chapter's Excel exhibit demonstrates.
Tab 3: NPV and the decision
Discount each project's operating flows at 12 percent with Excel's NPV function, add the time-zero outlay outside it, compare the two NPVs, and answer the prompt: which project, and why.

- Including the time-zero investment inside Excel's NPV range — the function discounts from period one, and the initial outlay must be added separately; this single error flips project rankings.
