Three questions, and the third asks you to design something. An alternative that China has not used is a real constraint, not a rhetorical one.

What does this population policy discussion require?
Three questions sit in this prompt and only the first invites an opinion. Do you agree that the methods were not justified, can you think of future unintended consequences, and can you offer an alternative technique not currently used by China to reduce a country's fertility rate. The third is the one carrying the work, because it asks you to propose rather than to evaluate, and it constrains the proposal twice: it must reduce fertility, and it must not be something China already does. Answer all three in order, keep the first short, and give most of your words to the third. A post that argues at length about whether the policy was justified and then offers one sentence of alternative has spent its effort on the easiest question. A rough allocation of one part opinion, two parts evidence and three parts proposal will match where the marks are.
On the first question, the useful move is to separate the goal from the methods, which the prompt itself does. Whether a country should try to reduce its birth rate is one question; whether coercive enforcement was justified is another, and you can answer them differently. Say which you are addressing. It also helps to be accurate about what the policy actually did, since it was never a universal one-child rule: exemptions applied to rural families, to ethnic minorities and to particular circumstances, and enforcement varied a great deal by province. A post that treats it as a single uniform rule applied to everyone is arguing against something that did not quite exist. There is also a genuine complication worth acknowledging: China's fertility was already falling steeply through the 1970s before the policy began, so attributing the whole decline to it overstates its effect.
The consequences question is where the evidence is, and it is unusually good evidence because the policy ran for three decades and the demography is measured. Fertility fell from roughly 2.9 births per woman around 1979 to somewhere between 1.5 and 1.7 today. Son preference combined with the restriction produced the most male-biased sex ratio at birth in the world for two decades, and a cohort of men who will not marry. The population aged rapidly, with those aged sixty-five and over rising from under five per cent in 1979 to over twelve per cent by 2021, while the working-age population began to shrink. And a single adult child now carries the care of two parents and often four grandparents. Cite figures rather than describing trends, because every one of those numbers is published and a post that says fertility fell sharply is saying less than one that says it fell from about 2.9 to between 1.5 and 1.7.
Notice that the question asks about future unintended consequences, so extend the measured ones forward rather than only listing them. The sex ratio cohort is now reaching middle age, and research on never-married men in rural China finds declining wellbeing with age, which is a future social cost that is already arriving. The caregiving squeeze intensifies as the one-child generation's parents reach the ages of highest dependency. And the working-age decline is the one with the largest economic reach, because a shrinking labour force supporting a growing retired population is a fiscal problem no birth policy can fix quickly, since even an immediate rise in births takes twenty years to reach the labour market. That lag is the point worth making, because it explains why the policy's reversal in the 2010s has not produced the rebound its designers expected, and why demographic policy is unusually hard to steer once it has taken effect.
For the alternative, the constraint that it must not be a technique China currently uses rules out the easy answers, so propose something structural. The approaches with the best evidence behind them internationally are not restrictions at all: extending girls' education, particularly to secondary level, is associated with later childbearing and smaller completed family size; expanding access to contraception and reproductive healthcare lets people have the number of children they actually want, which is often fewer than they have; and improving child survival reduces the incentive to have additional children as insurance. Old-age income security matters too, because in the absence of pensions children are the retirement plan. Pick one, explain the mechanism, and say what it would cost and how long it would take, because a proposal without a timescale is not really an alternative to a policy that was chosen precisely for how quickly it worked.
On structure and sourcing, this is an initial discussion response, so check your course's length and source requirements. One demographic source used precisely will carry the whole post, and the figures above are the kind of thing worth quoting exactly rather than approximating. Be careful with tone on this topic, because it is a real policy that affected hundreds of millions of people over three decades, and a post that treats it as a thought experiment about population control reads badly to anyone with a connection to it. If replies to peers are graded, the strongest reply is to take somebody's proposed alternative and ask how long it would take to affect the birth rate, since the lag between intervention and demographic effect is what most proposals ignore, and it is the question that separates a workable alternative from a well-meaning one.
