The brief pairs two words that pull in opposite directions: individual and structural. Health promotion aimed at individuals looks like education, motivational interviewing and behaviour change support. Health promotion aimed at structures looks like taxation, licensing, planning law, workplace policy and the design of the built environment. Most answers write only the first, which produces a coherent essay that has answered half the question, and the missing half is the one with the stronger evidence behind it. Start by getting the concepts of health straight, because everything downstream depends on them. The biomedical view treats health as the absence of disease; the World Health Organization's definition adds complete physical, mental and social wellbeing; a salutogenic view asks what creates health rather than what causes illness. Each implies a different intervention, and saying which you adopt is the first analytic move. Everything you write afterwards should be traceable to that choice.

Then name the theory rather than gesturing at it. The Health Belief Model, the Transtheoretical Model, social cognitive theory and the Ottawa Charter's five action areas are all citable, and each fails somewhere useful: the Health Belief Model assumes people act on perceived risk when they often do not, and stage models struggle to predict maintenance. Say which model you would use for your chosen issue and where it would let you down. The indicative content also names identifying client requirements and changing the client, so cover assessment — what a needs assessment for a population involves — before intervention. Close on the social determinants, because that is where individual and structural meet: telling someone in food-insecure housing to eat more vegetables is an intervention aimed at the wrong level, and being able to say why is what this module is testing. Say which structural lever you would pull first and who has the power to pull it.
