A development model, not an evaluation model

Name a development model rather than an evaluation framework, since the two are routinely confused and the prompt asks for the first. PRECEDE-PROCEED is the standard answer and it works well here because it is explicitly both: the PRECEDE phases work backwards from the desired outcome through social, epidemiological, behavioural, environmental, educational and administrative assessment before anything is designed, and the PROCEED phases cover implementation and evaluation. Working backwards is the feature worth explaining, because it prevents the commonest failure — designing an intervention you already had in mind and then finding a population for it. The socio-ecological model, community-based participatory research and the intervention mapping protocol are all defensible alternatives, and a logic model is a useful companion to any of them rather than a substitute. Pairing one with a logic model is common and sensible, provided you do not mistake the logic model for the development framework itself.

The recommendations half is the practical one and the strongest answers come from what makes community programmes fail rather than from a checklist. Involve the community in defining the problem before designing anything, because a programme designed for a community rather than with one will be attended by nobody. Find out what already exists — duplicating an existing service is a common and avoidable waste, and partnering with it is usually faster. Build the evaluation in at the start, since retrofitting a measure to a running programme rarely produces usable data. Plan for sustainability from the first day, because grant-funded programmes that end when the grant ends damage trust for the next one. And be explicit about cultural fit and access — timing, transport, childcare and language decide attendance more often than content does, and a programme that is excellent and unreachable helps nobody. Ask the community about those before you book a room.
