Notice the qualifier: best approach to these tasks. The tasks are managing organisational dynamics and leading change to ensure the continued success of the stakeholders to be served. That framing is doing work, because stakeholder orientation is precisely where the two models differ. Servant leadership starts from those served — followers first, and by extension the community — which makes stakeholder success the primary object rather than a consequence. Transformational leadership starts from a vision of the organisation's future, and stakeholder benefit follows from achieving it. Both can arrive at the same place; they arrive by different routes, and when the organisation's interest and the stakeholders' diverge, the two models point differently. That divergence is the sharpest thing you can say. Be specific about organisational dynamics, the vaguer of the two tasks: coalition, resistance, and the fact that whoever decides a change survives is rarely whoever approved it.
Then answer the best-approach question, because it is asked directly and hedging loses the marks. The defensible answer is conditional. Transformational leadership suits a change with a clear destination, a real deadline and a need for rapid alignment — a regulatory response, a merger, a crisis. Servant leadership suits building capacity that has to outlast you, and situations where the change depends on people exercising judgement rather than complying. Since a DNP's projects mostly need durable behaviour change in autonomous professionals, the servant orientation tends to fit better while transformational elements are useful for launching. Say something like that and defend it. They are not mutually exclusive either: both are behaviours rather than personalities, so saying which you would use when beats choosing a camp. Both models are measured largely by follower report, so the evidence tells you how leaders are perceived more reliably than what they caused.
