Review the policies first — the question needs a baseline
Establish the baseline before writing about change, because the prompt tells you to review the policies and the assessment depends on it. United States substance policy is layered rather than singular: federal scheduling under the Controlled Substances Act, federal funding streams and block grants, parity requirements for insurance coverage of treatment, state-level criminal law that varies enormously, and local decisions about policing and diversion. The layers move at different speeds and sometimes in opposite directions, which is the single most useful thing to say. Cannabis is the clearest example, with federal scheduling largely unchanged for decades while state law has shifted so far that the two are openly inconsistent, and treatment providers work inside that inconsistency every day. Say when your baseline is from as well, since substance policy moves quickly enough that a description three years old will misstate at least one layer. Name the year you are describing.
Then treat political climate as more than election results. Public opinion changes what is sayable, and the shift from framing addiction as a moral failing toward framing it as a treatable condition preceded and enabled several policy changes rather than following them. Who is perceived to be affected has historically changed the policy response, and the contrast between the crack era's sentencing regime and the opioid era's treatment framing is documented enough to argue from rather than assert. Budget cycles, litigation settlements and federal emergency declarations all move money without any legislation passing. Then bring the evidence, since the prompt requires it, and close on the counsellor's position: policy determines what your clients can access, what a positive test costs them, and whether the medication that works for them is fundable — so this is a practice question, not a civics one. Pick one policy and follow it through a single mechanism.

For your response post, you do not need references as personal experiences would count as response posts. If you however cite anything from the literature for your response post, it is required that you cite your reference. You should include a minimum of THREE references for papers in this course. Please note that references should be no more than 5 years old except recommended as a resource for the class. Furthermore, for each discussion board question, you need ONE initial substantive response and TWO substantive responses to either your classmates or your instructor for a total of THREE responses.
