A difference of kind, not of scale

Notice that the question asks for the difference twice, and the second phrasing is the real one. "Explain the difference between single-scene, multiple scenes, and network investigations" invites a three-way comparison, and then the follow-up narrows it: in what ways do single- and multiple-scene investigations differ from network investigations? That grouping is the answer in miniature. The first two are the same kind of thing at different scale — one location or several, each of which can be secured, photographed, searched under a warrant and released. The third is a different kind of thing altogether, and a paper that presents all three as points on a single spectrum has missed what the second question was pointing at. Lead with that grouping rather than burying it, because it tells the marker in your first paragraph that you read the second question rather than treating it as a restatement of the first.

The single fact that generates every other difference is that a network investigation has no bounded physical scene. Evidence is distributed across systems the investigator does not control, held by third parties, often in other jurisdictions, and frequently overwritten on a schedule nobody involved in the case sets. You cannot cordon a network. Once you have that, the rest of the comparison follows rather than needing to be memorised — which is what turns a page of definitions into an argument, and this assignment asks for a minimum of one full page with sources. It also tells you how to structure the paper: define all three briefly, then spend the bulk of the first half on the consequences of that one structural fact rather than on three parallel descriptions of equal length.

Draw out the distinction between multiple-scene and network explicitly, because it is the one most papers blur. Multiple scenes are still scenes — a suspect's residence, a victim's workplace, a vehicle — and the work is the same work done more times, with the added problem of coordination and consistency between them. A network investigation does not repeat a method; each step may need a different provider, a different legal instrument and sometimes a different country's cooperation. Scale versus kind is the sentence to write, and once written it organises the whole first half of the paper. Coordination is worth a sentence in its own right, since multiple scenes introduce a genuine problem that single scenes do not — evidence collected by different people to different standards at different times has to be reconciled into one case.

Volatility deserves its own paragraph, because it inverts a habit the first two categories teach. At a physical scene, careful and unhurried is the professional virtue: secure the perimeter, photograph before touching, work methodically. On a network, the same care applied at the same pace destroys the case, because the records expire on the provider's retention schedule rather than waiting for your paperwork. The practical consequence is that preservation comes before process — you ask the holder to freeze the data while you obtain the authority to compel it. That reversal is a genuinely non-obvious point and it will distinguish your answer. Say what it means procedurally: the first call in a network case is often to a provider rather than to a prosecutor, and an officer who does not know that sequence exists has already lost evidence by the time the paperwork is ready.

The second question asks what local agencies need, and the honest answer starts with how small most of them are. NIJ reports that **73% of US law enforcement agencies have 25 or fewer sworn officers**, and that agencies of that size lack access to tools designed for large-scale digital forensics. Departments have limited budgets and lack proper equipment and training, producing large backlogs in analysing digital evidence, and find themselves unable to keep pace with evolving technology and the sheer quantity of evidence it generates. This is a capacity problem before it is a skills problem, and framing it that way is more accurate than recommending more training and stopping. A department of that size has no dedicated examiner, no forensic laboratory and no budget line for tooling, so recommendations that assume any of those exist are addressed to a minority of agencies.

A 2015 NIJ study identified thirty-four needs and prioritised nine, and the categories map usefully onto a paper of this length. Training and education — for first responders and detectives at the scene, and separately for prosecutors and judges. Resources and staffing, given the volume examiners handle. Better triage and prioritisation mechanisms, since not everything can be analysed. Regional models letting smaller departments reach capability they cannot fund alone. Keeping examiners' training and technology current. And better comprehension among judges, juries and defence attorneys, with defence noted as significantly behind. Choose two or three of those rather than reciting all nine, since the assignment asks for some of the key needs and a short paper argues better than it lists.

Two moves will lift the second half above a list. First, connect it back to the first: the needs are different for network cases specifically, because those require legal-process knowledge and provider relationships rather than laboratory throughput, and an officer who does not know a preservation request exists loses evidence that no amount of laboratory capacity recovers. Second, note that triage is a need rather than a failure — an agency with more evidence than it can examine is making prioritisation decisions whether or not it admits it, and having an explicit policy is better than having an implicit one. Both moves are available from the sources rather than from opinion, which matters here because the assignment asks for outside research and a paper whose analysis is unsupported reads as commentary attached to citations.

Common mistakes

  • Presenting the three types as a spectrum of size. The follow-up question groups single- and multiple-scene together against network investigations, which tells you the third is a difference of kind rather than the largest of three scales.
  • Blurring multiple-scene with network. Multiple scenes repeat one method at several places; a network investigation does not repeat a method at all, since each step may need a different provider, instrument and jurisdiction.
  • Omitting third-party custody. In network cases the evidence is held by someone who is not a suspect and not the investigator, and compelling its production is most of the work.
  • Ignoring volatility. Physical scenes reward methodical patience; network records expire on a retention schedule. The same careful pace that is professional at a scene loses the case on a network.
  • Leaving out preservation. Asking a provider to freeze data while you obtain authority to compel it is the step that makes everything downstream possible, and its absence is why evidence is lost before anyone knows it existed.
  • Answering the needs question with 'more training'. Training matters and it is downstream of the fact that most agencies are very small — 73% have 25 or fewer sworn officers — which is a capacity and access problem.
  • Listing needs without connecting them to case types. Laboratory throughput helps with seized devices; it does not help an officer who did not know a preservation request existed. Saying which need addresses which failure is the analysis.
  • Treating triage as a shortcoming. An agency with more evidence than capacity is prioritising whether or not it says so, and an explicit policy is better than an implicit one.
  • Meeting the length by padding. The brief warns specifically against enlarged margins, spacing and type, so the one-page minimum has to be met with content.
