Assets, and which of them are critical
Two words in the title decide how the whole thing should be organised: *assets* and *critical*. An asset in this framework is anything of value that the location depends on, and it is broader than the buildings — it covers people, physical structures, equipment, information and data, utilities and the services the location provides. Critical means the subset whose loss or damage would meaningfully impair the location's function or endanger its occupants. Those are different judgements and both are being assessed. A paper that inventories everything at a shopping centre or a transit station without distinguishing what matters has produced a list, not an assessment, and the criticality judgement is the analytical work the exercise exists to teach. State the criterion you are using for criticality, because whether an asset counts as critical depends on whether you are protecting life, continuity of service or property, and those three tests do not select the same assets.
Choose the location deliberately, because it constrains everything you can say afterwards. The brief asks for a public location *with which you are familiar*, and familiarity is a real requirement rather than a courtesy — 500 to 600 words of specific observation about a place you know beats generic commentary about places in general, and a marker can tell the difference immediately. Pick somewhere with genuine internal complexity: a transit hub, a stadium, a public library, a shopping centre, a hospital campus, a university building. Then describe it concretely enough that the reader can picture it, since threats and vulnerabilities only become arguable once the physical arrangement, the access points and the occupancy patterns are on the page. Note the time of your observations too, since a location visited only on a weekday morning will present a very different picture from the same place on an event night, and the assessment should say which one it describes.
Categorise assets rather than listing them, because categories are what make an assessment reproducible. Human assets are the occupants, staff and visitors, and their number varies enormously by time of day — a stadium is a different asset at kickoff than at three in the morning, and saying so is a real insight. Physical assets are the structure itself, entrances, parking, perimeter. Utility assets are power, water, HVAC and communications, which are the ones most often forgotten and among the most consequential, since almost everything else depends on them. Information assets cover records, payment systems and surveillance data. Finally there are the intangible assets: continuity of service, and the reputation that a public location depends on to keep attracting the public. Say which assets depend on which as well, because dependency is what turns a single utility failure into a cascading one, and the chain is more informative than any individual entry in the inventory.
The second half of Part I asks for threats in three categories, and the brief names them: natural, man-made and accidental. Keep them separate rather than blending them into a general sense of risk. Natural threats should be specific to the location's actual geography — flooding, seismic activity, severe storms, extreme heat — rather than a generic list, because a location's real natural threat profile is regional. Man-made threats run from vandalism and theft through civil disorder to targeted violence and cyber attack on building systems. Accidental threats are the category most often thinned out and are frequently the likeliest: fire, structural failure, utility outage, hazardous material release, and the crowd crush that results from an unplanned evacuation rather than from any hostile act. Consider the threats that arrive from adjacent property as well, since a public location rarely controls its own surroundings and a hazard next door is outside your authority but firmly inside your risk.
Do not stop at listing threats, because a threat only becomes a finding when it is paired with a vulnerability. A threat is what could happen; a vulnerability is the specific weakness that would let it happen here. Severe weather is a threat everywhere, but a single-storey structure with a flat roof and no backup generator in a flood plain has a vulnerability. Unauthorised access is a threat everywhere, but a service entrance propped open during deliveries with no camera coverage is a vulnerability. Pairing them this way is what turns the paper from a catalogue into an assessment, and it also sets up whatever Part II asks for, since countermeasures are chosen against vulnerabilities rather than against threats. Rank the pairings by a combination of likelihood and consequence too, because an assessment that treats every finding as equally urgent gives whoever reads it no basis for deciding what to address first.
Mind the constraint and the register. Five hundred to six hundred words for all of Part I is genuinely tight across two required elements, which means selection is part of the assessment: three or four well-analysed assets with their threats beat a dozen named in passing. Write it as an assessment rather than an essay — headed sections and a table are appropriate here and will save you words that prose would spend on transitions. Finally, exercise judgement about specificity. Writing a detailed public account of exactly how to defeat the security of a real, identifiable location is not what is being asked for, and describing vulnerabilities at the level of category rather than as an operational blueprint is both safer and better practice. Keep the tone analytical rather than alarmed as well, since the register of a vulnerability assessment is deliberately flat, and a document that reads as a warning is easier to dismiss than one that reads as a finding.
