The insurance premise is half right, and the half matters

Deal with the premise first, because getting it right distinguishes the post immediately. The Genetic Information Nondiscrimination Act of 2008 prohibits health insurers from using genetic information in eligibility, coverage or premium decisions, and prohibits employers from using it in employment decisions. So a health plan denying coverage because of a BRCA result is unlawful in the United States. What GINA does not cover is the honest answer to the prompt's why: life insurance, disability insurance and long-term care insurance are all outside its scope, and underwriters in those markets may lawfully ask about and act on genetic test results. That is a real deterrent to testing, documented in the reluctance of patients to have clinically indicated tests. Say that, rather than repeating the premise as given, and the answer becomes checkable against a statute instead of resting on a claim about insurers. Underwriters in those markets ask, and the answers are used.

Then take one test through the six domains the prompt names, which is a lot of ground and rewards a test with something to say in each. BRCA1 and BRCA2 sequencing works well. On health and prevention, a pathogenic variant changes lifetime risk enough to make risk-reducing surgery and chemoprevention reasonable options. On screening, it moves a carrier to earlier and more intensive surveillance with imaging that would not be offered to the general population. On diagnostics, it explains a family pattern and identifies relatives who should be offered testing, which is the cascade effect. On treatment selection and effectiveness, it is directly actionable: PARP inhibitors are licensed for BRCA-mutated cancers because the underlying repair defect is what the drug exploits. Cover all six domains explicitly and in order rather than writing three paragraphs of general significance about genetic information, because the six are separable and a marker will look for each of them.
